WhatsApp Business Platform Pricing Changes from 1 October 2026

Starting 1 October 2026, Meta is changing WhatsApp Business Platform pricing, and these changes affect WhatsApp messaging and related charges within the IM module in Zoho Desk. Given how imminent this is, it's worth reviewing your setup now rather than after charges start appearing unexpectedly.

Updated Pricing Structure by Country and Region

Meta is reorganising how WhatsApp message pricing is structured across certain countries and regions. Some countries currently grouped under broader regional pricing will get their own individual rates from 1 October, and a separate international rate is being introduced for certain Authentication messages where applicable.

Revised Rates for Utility, Authentication, and Marketing Messages

Rates for these three message categories are changing for selected countries and regions. What you're actually charged continues to depend on the type of message sent and the recipient's country.

Service Messages Become Chargeable: The Most Important Change

A Service message is generally one sent while responding to a customer within the 24-hour customer service window. From 1 October, these messages can become chargeable, though Meta is providing a monthly free allowance per WhatsApp Business phone number.

Key details: The first 1,000 Service messages per phone number, per month, are free. Once that allowance is used, further Service messages that month are charged at the applicable rate, with no volume-based discounts available. The free allowance resets monthly, per phone number.

What Happens Once the Free Allowance Is Used

  • Sufficient credits become required to continue sending chargeable Service messages.
  • Each successfully sent chargeable message is reflected in your credit statement from IM.
  • If there aren't enough credits available, the message simply won't send.

Utility Messages Within the 24-Hour Window

Utility messages, such as order updates, payment information, or appointment reminders, can now be chargeable even when sent within the 24-hour customer service window. If your business sends these frequently, it's worth reviewing how this specific change could affect your ongoing WhatsApp messaging costs.

Changes to WhatsApp Sandbox Channels

Important: From 1 October, sandbox channels support incoming messages only. You can still use a sandbox channel to receive test messages, but outgoing messages can no longer be sent from it. If you or your customers currently rely on a sandbox channel to test outgoing messages, review and update that testing workflow before the change takes effect.

What to Do Before 1 October

  1. Check Service message usage. Review how many Service messages each WhatsApp Business phone number typically sends in a month.
  2. Watch for numbers exceeding 1,000 messages. These are the numbers most likely to start incurring additional charges.
  3. Maintain sufficient credits. Make sure enough credit is available so chargeable messages don't get interrupted.
  4. Review Utility message usage. Remember these can now be chargeable even within the 24-hour window.
  5. Update sandbox testing. Move any outgoing-message testing off a sandbox channel and onto an alternative approach before 1 October.
