Zoho Creator Create Application Privilege Explained

Zoho Creator Create Application Privilege: Let Teams Build Their Own Apps

The Create Application privilege lets selected users build new apps in Zoho Creator on their own, without needing account-level admin rights. Without it, users can only open the apps they have been assigned to. This guide explains what the privilege does, how to turn it on and off, and what it does not allow. It is part of our summary of Zoho Creator User Management Updates, October 2026.

Availability: available on all Zoho Creator plans. Only super admins and admins can grant or revoke the privilege.

What it does

  • A user with the privilege sees a Create Application, or Create Application and Solution, button on the Creator homepage, and can build new apps from the available options.
  • Zoho says there is no limit on how many apps they can create.
  • Every app they create automatically makes them its app admin. This happens at the moment of creation and cannot be avoided.
  • The new app joins the Creator organisation, and super admins and admins can see it.

What it does not do

  • It does not give access to existing apps the user is not already assigned to.
  • It does not give any organisation-level admin control in Creator.
  • It does not change the person's role in other apps. A user who is a developer in one app and a user in another stays that way.
  • It does not give access to other Creator solutions, such as Integration Flows or BI and Analytics workspaces. Those must be added separately in the Users section.
  • It does not let the user add people to the organisation. An app admin can assign only existing users to their app, so a new person has to be added by a super admin or admin first.

A use case

In a large organisation, the IT team manages Zoho Creator, while departments keep asking for apps for things like leave management, expense tracking, or vendor onboarding. If every request goes through IT, a queue forms and business-critical apps are delayed. With this privilege, IT gives selected department leads the ability to build and manage their own apps. All the apps still live in one Creator account, the admin keeps full visibility, and the privilege can be withdrawn at any time.

How to turn it on

For a new user

  1. Under Manage in the left pane, click Users, then Add User.
  2. Enter the person's details and switch on the Create Application privilege toggle.

For an existing user

  1. Under Manage, click Users, and select the person to open their detail view.
  2. Switch on the Create Application privilege toggle. It saves automatically.

The person can create apps immediately. No other steps are needed.

How to turn it off

  1. Under Manage, click Users, and open the person's detail view.
  2. Switch off the Create Application privilege toggle. It saves automatically.
Switching it off does not undo what was built. The person can no longer create new apps, but the apps they already created are unaffected, and they stay app admin of them. To remove that too, a super admin or admin has to remove the app admin access app by app, as the two settings are independent.

Our advice

This section is our own advice, not Zoho's.

  • Agree the rules before you switch it on. Because there is no limit on the number of apps, set expectations on naming, ownership, which data an app may hold, and what happens to it when its owner moves on.
  • Start with a small group of trusted, trained department leads, and extend it once the pattern works.
  • Review the app list regularly. Super admins and admins can see every app, so check for duplicates, abandoned apps, and apps holding personal data without a clear owner.
  • Plan for leavers. When someone with the privilege leaves, turn it off, then decide who takes over each app they administer, before you remove their access.
  • Pair it with training on data protection, because apps built by business teams often hold personal data and may need the same controls as any other system.
